The Morrowind game engine was not designed perfectly. When it renders the landscape, there are often seams. These become much more noticeable when using a Texture Pack. Several Texture Fixes have been created to address this issue for the various areas within Morrowind (and for some of the more popular mods). They work by replacing the standard vanilla meshes. While these are not technically 'bug fixes' (in the sense of reducing CTD's or repairing broken quests) they are widely regarded by the community as standard use.
