Quick Walkthrough

1. Speak to Permil Danconis in the Firewatch Guild of Fighters, about orders and protect Mist-Eyes.
2. Talk to Mist-Eyes at his apothecary in Firewatch.
3. Speak to Saliraz outside Mist-Eyes' store and either:
   • Kill him (reduced reward of 200 gold and +5 Fighters Guild reputation).
   • Sell Mist-Eyes' Key to him for 500 gold (has consequences - see Notes).
   • Ask him to leave while at level 15 or higher.
   • Ask him to leave while under level 15.
     1. (Optional) Ask Permil about pitiful guardsmen.
     2. Speak to Darnell in the Eastern Watchtower about protect Mist-Eyes for Darnell's "Letter of Arrest".
     3. Bring the Letter of Arrest to Saliraz with 75+ disposition.
4. Inform Mist-Eyes that Saliraz is gone or dead.
5. Report to Permil Danconis.

Notes

• Once Saliraz has made his accusations against Mist-Eyes, you can challenge the apothecary on them, and with 90+ disposition obtain some of the juicier details.
• Mist-Eyes' key can be found on the desk in his store.
• Selling the key to Saliraz will gain you 500 gold from him, and 400 gold from Permil, but will ultimately result in Mist-Eyes' death and you being locked out of all Firewatch Fighters Guild quests after Burglary in Nivalis.

10		Permil Danconis has told me that a local apothecary, Mist-Eyes, has been having trouble with a thug outside his shop. I am to go to Mist-Eyes' shop and speak with him about the situation, and do whatever I can to protect Mist-Eyes from the thug.
20		Mist-Eyes tells me that the man outside his shop means him harm, and that he wants me to get them to leave -- by force, if needed.
30		Saliraz told me that Mist-Eyes was an assassin in Cyrodiil who had fled to Morrowind to avoid pushiment for his crimes, and that he is here to enact justice on Mist-Eyes for attempted murder. He has requested that I bring him the key to Mist-Eyes' private quarters.
50		I sold Saliraz Mist-Eyes' apartment key. He has said he will leave.
51		Saliraz rewarded me for killing Mist-Eyes.
60		I have intimidated Saliraz into leaving.
70		I have killed Saliraz.
80		Mist-Eyes thanked me for dealing with Saliraz.
100	Finishes quest	Permil Danconis thanked me for resolving the situation with Mist-Eyes.
110	Finishes quest	Permil Danconis was enraged that Mist-Eyes was dead, and told me I would not be receiving further orders.
200	Finishes quest	Galan Brandt informed me that Mist-Eyes had been found dead in his home, and was furious. He told me that he would not give me further orders.

10		Saliraz was not impressed by my threats of force, and remarked that the local guards would not care if he killed me.
20		Champion Darnell said he could not help me directly, but wrote a "letter of arrest" for me. While it has no actual legal significance, he says I might be able to use it to scare Saliraz off.
