The nature of these characters

I've seen these characters twice in Nchuleftingth but never in a circumstance where I could really get a chance to really investigate them. As the page says, they appear in the Sanctum. Two spawn, and they'll approach Artisan Lenarmen and join the fight, same as Neramo and Vimy will during The Heart's Desire.
My first theory on their existence was that they spawn in the place of Neramo and Vimy during the Sanctum fight for players who have already finished the quest/not doing the quest. However, after making repeated attempts to get them to spawn, that doesn't seem likely.
What seems likely to me now is that if a player is doing the quest and has spawned Neramo and Vimy for the final fight, other players will see the Dungeon Delvers rather than Neramo and Vimy. It's a bit rare to experience this organically, and any attempts to verify this would be interrupted by combat.
