Councilor Itinia was an Imperial member of the Elder Council before and during the reign of the Longhouse Emperors, and Clivia Tharn, amidst the turbulent times of the Three Banners War in the Interregnum of the Second Era.[1] She was a representative of Colovia,[2] and endeavored to secure the Cyrodiilic throne by suggesting the instatement of Ard Caddach. However, her efforts were unsuccessful, as he declined the offer.[3]

Little is known about Itinia's past, but she already served as the representative of Colovia in the Elder Council of Cyrodiil prior to Durcorach's conquest in 2E 533. Under Durcorach's reign, Councilor Itinia retained her position within the Elder Council, with the Emperor's full confidence. In the Imperial Decree of 1 Sun's Dawn, 2E 534, Durcorach reinstated Itinia to her previous position when he reestablished the Elder Council following his victory.[2] Among various individuals, Councilor Itinia possessed a partial understanding of the secret of the Four Ambitions.[4]

Itinia attended the final Elder Council session prior to the Planemeld, which took place on the 16th of Second Seed during Empress Regent Clivia's reign. During this meeting, she highlighted the approval of postponing the Legionary's Ball to the 1st of Sun's Height. A significant agenda point involved High Magistrate Muspidus's proposal to introduce Metheglin Perfume into the city's sewers to counteract the pervasive stench caused by prolonged feasting during Rain's Hand. Itinia motioned in favor of adding the perfume, a decision that was ultimately affirmed through a vote.[5] Itinia did not leave the Imperial City during the Planemeld. Amidst the chaos of the Three Banners War and the Planemeld, Councilor Itinia sought refuge in the Imperial sewers beneath the Imperial City. Within the depths of the invaders' base, she found a hiding place, evading the turmoil.[1]

Councilor Itinia's involvement in the political machinations of Cyrodiil did not cease during the Three Banners War and the subsequent disappearance of the Empress Regent. Through her agent, Helvar Tarperian, she embarked on a diplomatic mission to approach the Despot of Markarth, Ard Caddach of the Blackdrake Clan. Gifted with a coffer of jewels, Tarperian presented Itinia's proposal for Caddach's potential claim to the Ruby Throne. However, Caddach's reaction was less than favorable. He dismissed the idea, vehemently rejecting the notion of becoming a puppet for the ruling elite.[3]

In the aftermath of the murders of Councilors Jirich and Sophus within the county of Leyawiin, Legate Tarnian Lovidicus sent a warning letter to Itinia and other ex-council members who resided outside the county's jurisdiction. This correspondence served as a cautionary measure to inform and ensure the safety of those individuals in light of the unsettling events.[6] The High Priest of the Order of the Waking Flame, Vandacia, orchestrated the deployment of assassins to eliminate individuals with knowledge of the Four Ambitions secret, a group that notably included former members of the Elder Council. Among those targeted was Councilor Itinia.[7] Despite the deaths of steward Farrul Lupus and three councilors, Councilor Itinia managed to evade the assassins due to her absence from the province of Blackwood at the time.[8]
