I don't know if this is an error in the walkthrough or a bug in my version of Daggerfall Unity, but the cousin's palace was locked when I arrived after killing the shaman. The time was 16:20 (4:20 PM), an hour at which most shops and guilds are open. Luckily a simple Unlock spell took care of the problem, and it doesn't appear that using it got me charged with anything.
