Thanks to the plethora of knowledge on UESP, I've decided to go back and do EVERYTHING Oblivion has to offer (complete every quest, collections, efficient leveling, etc.), but I've hit a roadblock. I've collected every piece of every set of armor and weapons except for a fine steel battle axe. Visits on different occasions to every cities' smiths have resulted in nothing. My character's at level 47, yet I still see fine steel weapons (even iron) in various merchants inventories so I don't believe I've leveled past it.

Does anyone remember or know where you found your fine steel battle axe? Does it spawn anywhere in Cyrodiil?

On a side note, I've tried every smith's private quarters, fighters guildhalls, and all of the Orc homes within Cyrodiil (seeing as how they love their axes!). I've found a handful of steel battle axes sitting around, which is just cruel because they look so much like fine steel! Regretfully, my search continues!

Thanks, legoless! I finally found one at the Chorrol Fighters Guild. Sabine Laul had one in her merchant inventory.
