Dunno if it's the right place to post it, but I'll give it a go.

Having a problem with monsters being non-hostile. More specifically Undead and Necromancers in dungeons. Why is this?
And is there any way for me to change their worldwide disposition or aggression without them attacking eachother?

Personality 85 and no mods that has anything to do with creatures or npcs, Necromancers at least. I checked that through tes4edit and even tried draining my personality down to 25. It's annoying since I can't figure out what's wrong. Even did try to set undead faction reaction and disposition to 0.

Very weird. I'm inclined to think it's something to do with your Personality stat but I can't see how that could be if draining had no effect.

It's possible that you may have had their attitude towards you affected because of some kind of faction association, although I don't know that much about Oblivion, so I don't know if there's any faction that would do such a thing (I would be very surprised if there is)

I figured this is something you might be able to fix by activating a command (the console being what pops up when you type a ` or ~)

I've gathered up a tentative list of commands that may solve your problem, and keep in mind I'm not guaranteeing anything since I don't know that much about Oblivion, but give these a shot (be sure to back up your saves so you don't break anything):
