There is no key, and you will not be able to get through that door.

However, there is a quest with one of the Guilds where you will successfully get around that door through an alternative route. Even so, you will not be able to leave the Palace through this convenient door. No, your destined escape route is a little more— vertical (and have you seen just how tall the tower is?! ;) )

I haven't done the thieves guild quests yet, so I assume that's the one.

I thought I read somewhere that you can't get to the top of the tower....that you'll just fall through it if you try. Oh well, I guess I'll find out :D

Can't you jump up if you have a huge Acrobatics skill (like 1000)?

Or by using the 'Telvanni Lift' spell from PJ Spells mod.
