After she gets arrested, does Myvryna Arano go to the city jail? I looked in the side of the jail that didn't need a key, but it may have been too soon after Lex hauled her off.

A second question. I got caught accidentaly stealing from the mages guild. I went and found my twenty plants and was forgiven, but I had a $20 fine and couldn't access temple alters. I took care of the fine through the Thieves Guild, but if I hadn't, would I just walk up to a cop? They didn't seem too interested in me.

You can find her in the regular section of the jail (the section where you end up after being arrested, as opposed to the tutorial area). Unlike most prisoners, she stands far away from the cell door, so you might not notice her at a quick glance.

As for your bounty, going up to a guard would have given you the usual options.

Guards only pursue you if they either catch you committing a crime, or your bounty is 500 gold or over.

I did the Two Sides of a Coin quest yesterday and broke out of jail using invisibility instead of spending the night, my bounty was 150 gold and my invisibility naturally expired when I went through the door out of the dungeon.

No guard bothered to arrest me even though it was pretty obvious I was escaping prison since none of them actually SAW me pick the lock on the cell door, steal my stuff back from the evidence chest, and make a break for it.

Hell I even walk right back in after seeing Arnora to get her Amulet, passed right by the Jailor, still with a 150 gold bounty, and no one bothered me.

I figured that it would be like stealing from a store, which it was because I was in the university alchemy store at the time. I was kicked out of the room before I could even reload the autosave game, so reloading got me nothing unless I wanted to go back a while to a quick save.

Good news is that Raminus tells you to get twenty of two things and you only need twenty of one thing, or maybe twenty combined. He will take it all if you have it in your pocket, but if you drop half before talking to him it will register as a separate ingredient, like the two types of vampire dust and bone meal. I had twenty 'red-whatever' and dropped fifteen dragon tongues on the floor in front of him to keep them.
