TL;DR: The issue was caused by weird load order
Battlehorn Castle DLC experienced pretty much the same bug, which lead me to believe the problem was more global. Turned out it was caused by a really weird default load order (unofficial patches were loading before the dlcs). So I had to download Oblivion Mod Manager and fix that.
The topic can be closed. Though please don't delete it, in case someone has a similar issue and googles for the solution.
