Morrowind being the nearest and dearest to my heart of all the TES games, and the Tribunal Temple being one of my favorite aspects of Dunmer lore, I'm thinking of a guild representing the Dunmer within the Ebonheart Pact. As ESO is set in the second era, the Ordinators would represent the Almsivi Tribunal, rather than the 4th era Daedric Tribunal.
The premise of the guild would be to function as the eyes, ears, and arms of Almisivi in the provinces outside of Morrowind (rather similar to the function of the Blades in the provinces in the 3rd Era).

In order to secure Temple interests and objectives outside of Morrowind, Almsivi has begun sending Temple Ordinators to the provinces. However, because only a few Ordinators could be spared from their traditional duties at Temple shrines and such, the Ordinators in the provinces have been given permission to recruit outlanders and even other races into a new guild with the understanding that Dunmer interests come first and foremost to Ordinator guild members (leaving the door open for pretty much any activity that doesn't harm or interfere with Morrowind).
