wenn a dragon attacks a city and kills (nearly) everybody, will the city be dead for ever? because wenn it will happen, I can not sell my goods anymore and the city shall not be the same anymore:(

When a dragon attacks a town, most people will go inside, while some people will stay out and fight. As far as I know, these people can die. If a dragon kills everyone in a town, most likely the Radiant AI will take affect and put new people in the shops, be them relatives or random people.

I think it depends on the person who dies. As Frostmage stated, shop owners who die will generally be replaced, however other non essential characters may not. For instance, I got ambushed by a dragon just outside Whiterun a few minutes ago, and the guards and the Farmers came to my defense, but one of the farmers was snatched and thrown by the dragon, killing him instantly. I took his key off him and checked his house and it's just him, so I assume he won't be replaced.

I moved his body over to his house. It's too bad you can't bury people, he deserved a honorable funeral.
