Thoughts outside of "the box" for: Rat Problem

I've always gone to see Azzan in Anvil for my first Fighters Guild quest. I seem to remember that if you took Cheydinhal's first job clearing the mine that "the Rat Problem" was pretty touchy at best to work how it should.
