Scouts Many-Marshes Bug

During the radiant quest A Few Words With You between Scouts Many-Marshes and Torbjorn, I find that I cannot complete the quest because Scouts Many-Marshes locks himself in the docks and does not come out, even though his page says he works on the docks between 8 AM and 8 PM. You can pick the lock to the Assemblage, but both the guards and everyone inside considers it a crime, so none of them will talk to you.
