is it plus 20 levels of Alteration, Conjuration, and Illusion skills or is it minus 20 percent casting cost of Alteration, Conjuration, and Illusion spells? Ciberzombie (talk) 14:26, 4 September 2018 (UTC)

It is 20 levels of skill, which results in the cheaper spell casting, but like all fortifications it doesn't change things that look at your base skill level. Silence is Golden^{Break the Silence} 18:29, 4 September 2018 (UTC)
