Swims-In-Deep-Water

Swims-In-Deep-Water is the master angler of the Riften Fishery, and he takes you under his tutelage so that you can master the craft, as well as to keep him from financial ruin. He is the main person you interact with in the Fishing creation along with Viriya. He wields an Argonian Fishing Rod, and if you give him back his Lucky Fishing Hat during the quest Caught in the Rain, he will use it. He is the current holder of the Fang of Haynekhtnamet artifact, and he is the author of the Fishing Mastery book series.

Once you have caught the required fish, return to Swims where you can either return his hat to him or lie that you didn't find it:

Either option leads to you getting an Argonian fishing rod and the ability to create more, if you give Swims his hat back, he will also reward you with 400 gold:

An Argonian fishing rod? Thank you. I will be sure to put it to good use.
