Ganthis is in fact also found at the end of the bridge leading NW out of Mournhold, as noted. I do believe he said something different than the "Could you spare a moment?", but I didn't catch what it was and I couldn't recreate it. Further it's not clear if the verification note is referencing the ID'ing Ganthis, or what he said on the PC's approach. So, I can verify that Ganthis is there, but also that he said something different, and the others who are with him had different voices.

"Excuse me, celebrated hero"..."could you spare a few moments for a member of the Pact?"..I did it on another character, and was prepared this time. The first part about the celebrated hero is a quote, the second was paraphrased. I'm guessing that it's apparently related to where you are in the Alliance story and/or the Main Quest line.
