Tavern Workers are workers employed by Eryarion who have been lost in the swamps. You need to rescue them from stranglers during the related quest.

Quest-Related Events

The workers will be entrapped in vines in front of stranglers on the beach and in the swamp proper. You must kill the stranglers to free them. The workers will thank you for liberating them. The first two workers you rescue are Bosmer women, and the last is an Altmer woman.

Tavern Worker: "I thought I was dead! I'm getting out of here!"

Tavern Worker: "Oh, thank you! I need to get out of this place!"

Tavern Worker: "I think Khezuli ran to Haven for help. If you see her, tell her we're safe!"

The Altmer worker can be found in the Abandoned House next to Khezuli when you go to speak to her. She disappears after you finish the quest.
