Peasants can be found during a random encounter in Eastmarch, where they are being accosted by Stormfist soldiers. When you get close, they'll call out for help. They will vanish after you assist them.

They will say this when they are surrounded by Stormfist soldiers:

"The Orcthane's soldiers! There are too many of them! Someone, help!"
