Gideon Courthouse

Gideon Courthouse is an administrative building located near the wayshrine in northwestern Gideon. A backpack is sitting by the wall near Mahei-Goh, and a copy of Keshu: From Egg to Adolescence is sitting on the bookshelf across from him. If you turn left upon entering and take a right at the fireplace, you'll find yourself in the courthouse's cellar. You can exit the cellar through a nearby trapdoor. You usually cannot enter the cellar through this trapdoor from the outside.

The stairs are located behind the front desk. A door on the south side of the upper floor takes you out to the balcony.
