The developers didn't want to alter any existing NPCs in Cyrodiil? I don't believe an official reason has ever been given. In all honesty they are only involved in one quest (which has only been altered so the quest still makes sense depending on how far you have gotten in the Shivering Isles Quest Line) and their involvement in the quest is negligible. --AKB ^Talk 20:07, 4 March 2011 (UTC)
