"Of interest only to necromancers and alchemists, vampire dust is collected solely from the withering corpses of slain vampires."

Vampire dust can be found by killing any vampire. Every vampire is guaranteed to leave a sample of dust when it dies. The fourth effect on this ingredient, vampirism, is merely decorative. It does not exist on any other ingredient, so you cannot make a potion with the effect. And since it isn't the first effect, you cannot experience it by eating the dust raw. Even if you could, however, it would not make you a vampire. The effect does nothing but make you look like a vampire.
