(edit conflict) Whether or not it's part of the Bay now, IMO, depends on how the land was altered by the Ministry's collision with it. Given its proximity to the city, and therefore the wreckage, it wouldn't be to big a leap of faith to assume the water is scathing like the Bay, but it wouldn't necessarily be part of the Scathing Bay. Merely a really hot river and lake. Unless there is evidence that the devastation opened up the passageway between them.
