Detailed Walkthrough

You can meet up with Boregis near the job board just next to the town hall, he will explain that he was given a document to give to you and that it was urgent. He will then mention that it involves the town of Blackridge, but that he has to go back to the arena and suggests you talk to some of the townsfolk for information.

If you want to skip talking to people you can head straight to Gaius Platorius. Otherwise, you can ask Saashi, Junius the Elder and Urzoga gra-Batul about it, with them all telling you to ask Gaius as he is most likely to know what it is.

Once you talk to Gaius, he will explain that the document is an authentic Imperial document, that contains court proceedings for a military tribunal just before the Great War and that it mentions the town of Blackridge and Martius Silius, but does not mention what the accusations were.
