1. Talk to Sellus Gravius before leaving the Census office to receive your orders.

Detailed Walkthrough

Seyda Need

After you create your character, talk to Sellus Gravius before you leave the Census office to receive your starting orders. He asks you to take a package to Caius Cosades in the town of Balmora, mentioning that someone in the South Wall Cornerclub should know where to find him (he also gives you a letter stating this). The package you are to deliver is is some sort of code and you cannot read it. Note, that like almost all quests in the game, this has no sort of time limit on it and you are free to do it at your leisure. Now would be a good time to check out the local shops, talk with the locals, explore a bit and get some loot (theres a cave nearby to Seyda Neen to the North East of town past the Silt Strider).

Balmora

Balmora is more or less North of Seyda Neen and the easiest way is by Silt Strider if you can spare the cash, or just follow the main paths and the road signs. The Cornerclub is in the South East corner of Balmora and only Bacola Closcius (upstairs) knows where Caius is, out on the North East of town. If you wanted, you could also explore the town until you found his house.

Caius Cosades

After giving Caius the package and saying that you will follow his orders (took a few times to ask him before he recognized me for some reason), you will now be a new initiate to the Blades, the Emperor's eyes and ears (read spies). If you ask for orders right away, Caius should tell you to join a guild or two and get some armour, weapons, spells, etc... before coming back to him (if you're less than level 4 he should give you 200 gold as well). You don't have to wait and can ask for more orders right away.
