I have a kind of joke-headcanon in which it's the player character (ie: yourself). The Editions of the BHC that require the player character to do something special (ie: Thieves Guild questline, Sheogorath's shrine quest, etc), appear IMMEDIATELY when you finish those quests, so the only person who could have known about these events, written about them in full detail, and send them to the BHC in such a small amount of time is you. The beginning of the game is based on you being imprisoned for offending someone high up in the Elder Council when writing an article (which has since been remove from the world thanks to the Moth Priests and their ability to read the Elder Scrolls). The reason you know absolutely nothing, such as who your beloved Emperor is, is because you were locked away in a back room doing absolutely nothing but writing articles with the information the propaganda people have been giving you. Again, joke-headcanon, so I don't actually think this. But it is something funny to think about. |

Well according to , several NPCs will occasionally pay their office a visit at various times of the month. One could pretend these NPCs volunteer as freelance journalists, maybe? Wonder if anyone has actually bothered to do a mod that reincorporates the scrapped Black Horse Courier questline? I can just see it now. You join as a budding young reporter sent out to get the latest scoop, and you end up uncovering a conspiracy that spans multiple quests. Maybe some corrupt nobleman tries to silence the paper to cover up his crime or something? I don't know, but it sounds like it'd be fun. Maybe you could compete with another reporter who's a Captain Ersatz of Rita Skeeter from Harry Potter and gather juicy gossip on who's cheating on who? Or do a sports column on the Arena. Is it real or just ham acting and berry syrup? |

There was also a cut quest from the game called something like "Do you need couriers?" which may have expanded on who writes the articles and how they are distributed (although we already know how they are distributed). |

Sheogorath does. Why? Because no-one expects the Madgod to do something that dull! Or it's Talos in mortal form. Silliness aside, it's mainly freelancers who visit the Black Horse Courier and in theory, could be anyone that you interacted with. Word does travel fast and the whole Kvatch being saved is something that would reach Anvil. No doubt, someone would send word to the BHC. I do wish that Bethesda used a time delay instead of the next issue being available just mere hours after your deed. Makes on sense most of the time. Or it is actually M'aiq the Liar and in an ironic twist, he is reporting the truth! Then it turns out he was the cause of the downfall of the Empire and in TES VI, we have to stop him from forming a massive mega guild and controlling the news for his own caliper related purposes. |
