Okay so I was in bruma yesterday to meet up with ongar to fence some of my stuff at around 9 in the night. I entered olav's tap and tack where he usually hangs out at that time and then all of a sudden I witness baenlin's (who I killed recently in the DB quest) manservant (big nord, forgot his name) attacking skjorta. They both ran out. Sensing something interesting about to happen, I got out too; only to see the guards assisting the nord in pursuing her. A few moments later the guards managed to take her down. can someone tell me what in the name of akatosh just happened? I mean even though she wasn't an essential npc or involved in any quests as such..

I believe the problem is Gromm's unusually high aggression.

Most friendly NPCs have an Aggression of 5.

Gromm; however, has an Aggression of 20

If an NPC's Disposition drops below 5 points less than their Aggression, they will attack.

My guess is Gromm's Disposition towards Skjorta must be less than 15, and thus he attacks her on sight.

It could be because Skjorta is drunk. If she drank Cheap Wine, her Personality would be drained by 10 points, which would lower Gromm's Disposition towards her.

I just read that in an unpatched game, everything in Olav's Tap and Tack is owned by the Olav's Tap in Bruma Faction.

Olav is the only member of said Faction in an unpatched game.

So when an NPC tries to follow their "eating AI package", they pick up a piece of food laying around, and get charged with stealing because they're not a member of the Olav's Tap in Bruma Faction.

Ok even if we say that gromm's low disposition towards her was the reason for him attacking, why did the guards also pursue her and took her down like a criminal?
I read that she likes to get drunk at nights, but nothing is mentioned about her stealing anything. Also I've seen ongar, who hangs around there in the evenings, sometimes go into sneak mode and steal some food from the table. He will usually be caught by olav and threatened but olav, or for that matter, anybody present will not even bother to do anything about it. I've seen this happening twice or thrice with him.
Strange things seem to happen sometime.

If the guards teamed up with Gromm to attack Skjorta, then she must have picked up a piece of food while not a member of Team Olav and was charged with stealing.
