Talk to Dralothas Omothran in Tel Mothrivra

Tadali Tistar says that if I want to visit Dralothas Omothran I need her permission. She also advises me to ask Talmeni Omothran how to approach him. She doesn't seem to have any dialogue for requesting permission, and I can't find the Omothrans. Any advice, or is there something missing? Her disposition was already 100 when I met her.

According to the wiki, the Omothrans are in the Tower of Tel Mothrivra, in the Manor:

Thanks, but I had already read the Wiki. It isn't always reliable - for example one of the NPCs on the "Tel_Mothriva_People" page is "Shabhi" with a link to someone in Nivalis.

I couldn't find "The Manor" although I did find some strange effects with the elevation of places.
I was playing late in the evening, so could have missed something that should be obvious, like perhaps going down the same ramp three times ...
