so I recently caust a disease called rockjoint
it makes mele weapons 25% less effective
so i went to two healers that i know... and they didn't offer to get rid of it
so how do i cure a disease?

Try eat some Hawk Feathers or visit a Temple Altar. I know the Temple of Mara in Riften will work, and I believe the Talos one in Whiterun works too, I haven’t been to any others, but I assume they all work too.
