I actually think they wouldn't be as annoying as they are in Morrowind. Let's face it, the problem with them isn't so much the creatures themselves that are the nuisance, just the hideously large number of them. Plus there's the fact that only guards will help you against creatures, and only if they see you fighting them. In Oblivion and Skyrim, any NPC that likes you enough will help you against a creature or even another NPC.
Plus there's the "diceroll" factor in Morrowind's combat system, which guarantees there's ALWAYS a chance you'll completely miss your target, no matter how skilled you are with a weapon or how powerful that weapon is. Thank the Divines that Oblivion and Skyrim didn't have anything like that factor, so if they did appear in either game or if Morrowind lacked the "diceroll" mechanic, you could probably kill a cliff racer with just two swipes from a Rusty Iron Dagger. Even before they had a chance to do you any damage.
Heck, even if cliff racers did appear in some future DLC for Oblivion/Skyrim, I don't think I'd mind as much, seeing as I wouldn't have to worry about missing a target at point-blank range in either of those games if I happened to have a low rating for the Luck attribute.
Although if the Slaughterfish were as numerous in Skyrim (where you can't even fight while in the water, but can jump out of it) as they were in Morrowind (where you can fight underwater, but can't jump out of it), then I'd pretty much go nuts.

That's an interesting thought, if they weren't extinct in every part of Tamriel that we know they nested in.

Perhaps Cliff Racers were only hunted to near extinction, with the surviving examples in hiding, Then with Morrowind being basically deserted after the Red Year they came back.

I miss them, if only for their plumes (or, more specifically, their alchemical properties).

If the Cliff racers appeared in Oblivion/Skyrim... it'd probably be three times harder. Or it would ruin everyone's view of how annoyingly tough they were, cause Skyrim would dumb them down.

Cyrodiil and Skyrim would be enslaved by those flying vermin. Or we would see all out war between Dagon's Daedra/Alduin's Dragons and them. That said, it would have been fun to blast them out of the sky with the voice. Shame they didn't include a few high level ones in Dragonborn.
