Where ever I go, I'm always chased by city guards. Even if I let them arrest me, I still get arrested again. How do I stop them from chasing me?

Apparently you have done something illegal (e.g. rested in the street or whatever) enough times for your legal reputation to sink so low that your character falls into the "Criminal Conspiracy" category of crimes, meaning that guards want to arrest you on sight.
The only way to work around this is to leave your current province and go elsewhere because the legal reputation is different for each of the provinces. Eventually the bad rep in a province will diminish until you're again treated as a regular citizen.
