Thane Hraldi is a Nord who can be found at a fishing camp north of Jarl Morryn's Cabin. He is one of the two thanes that Jarl Morryn wants to have diplomatic talks with.

After Jarl Morryn informs Rigurt the Brash that the talks are postponed due to Thane Svyne and Thane Hraldi both refusing to attend if the other does, Rigurt will decide that it is up to him and his trusty aide to end the feud between them.

Thane Hraldi will be fishing while Rigurt talks to him when you approach his camp:

Thane Hraldi: "I already told Jarl Morryn, if Thane Svyne attends this meeting, I will not. Now let me finish the rite of the Whale."
Rigurt the Brash: "Praying to catch fish, eh? Rigurt just uses a net."
<Rigurt then turns to you.>
Rigurt the Brash: "Friend, see if you can convince Thane Hraldi to talk to us."

Talk with Thane Hraldi to see what you can do to make him attend the talks:

Normal Greeting:
Already got Thane Svyne to Attend:
"By the Whale, this frostheel is insufferable. How am I supposed to make my offerings while he babbles about meeting with Jarl Morryn?
If you're also treating with Thane Svyne, then leave me be. I'll do no business with associates of his."
"I hear someone convinced Svyne to stop gorging himself on pork-pies and do some work for a change.
If you're here to try and convince me to meet with that unbearable oaf, forget it. I swore to never set eyes upon that man again, and I meant it."
What will it take for you to attend the meeting at Jarl Morryn's lodge?
"I'm afraid it's impossible. I had my doubts about meeting a delegate from Windhelm in the first place. Thane Svyne being here only confirms that my skepticism was warranted.
He is an obscene boor, and I will not speak with him for any reason."
There must be something we can do to convince you.
"No, my friend. There is nothing.
I intend to spend my remaining time here communing with the spirits of nature and trying to catch Old Hjaalsdottir. That fish swam the river Hjaal in my grandfather's day. But, spirits willing, I will hook her soon."
I see.

After hearing this, Rigurt will be inspired:

Rigurt the Brash: "Thane Hraldi will not move until this fish is caught. So if we catch it, he will have to go to Rigurt's meeting!"
Thane Hraldi: "That is absolutely not what I sa—"
Rigurt the Brash: "Friend, meet Rigurt at Chillwind Depths. He has a plan to catch this slippery horker's daughter!"

If you talk to the Thane afterwards, he'll be bemused:

"Rigurt the Brash, was that his name? What a strange little man."
If we catch Old Hjaalsdottir, will you attend Jarl Morryn's meeting?
"You mean, if you and that buffoon manage to do what neither my father nor grandfather could, despite praying to the animal spirits and fishing their entire lives?
Sure. I'll also attend this meeting if it starts raining mead."

When you have collected the Dung Mushroom from Chillwind Depths, you can return the fishing camp to see what Rigurt does with it:

Thane Hraldi: "You're back. And by the Whale, you stink! How is that going to help you catch Old Hjaalsdottir?"
Rigurt the Brash: "Just watch, Thane Hraldi!"
<Rigurt walks into the shallows.>
Thane Hraldi: "Wait, where's your fishing rod?"
Rigurt the Brash: "Rod?"
<Rigurt then throws the mushroom into the water. There is splash and large wake appears.>
Thane Hraldi: "By the spirits … that wake! It's Old Hjaalsdottir!"
Rigurt the Brash: "This is the part of fishering where we run after the fish, yes? Let's go, friend!"

Talking to Hraldi before chasing after Old Hjaalsdottir:

"That was Old Hjaalsdottir, I know it!
Well, what are you waiting for? She's getting away!"

After chasing the fish around the shallows, she will eventually be cornered and caught. At this point, Old Hjaalsdottir is revealed to be a horker and this perplexes Thane Hraldi when he catches up with his vassals:

Thane Hraldi: "I don't understand. Old Hjaalsdottir … is a horker?!"

Talking with him after this shows his world view being shattered by the manner of the capture:

"For years, I gave prayers and offerings to the animal spirits that my family has honored for generations, expecting their blessing in return.
And then this idiot throws a smelly mushroom in the river and catches my family's ancient quarry."
Will you meet with Thane Svyne and Jarl Morryn now?
"How can I refuse? You and your infuriatingly dense friend taught me a valuable lesson on this day."
What's that?
"You taught me that my feud with Thane Svyne doesn't matter. Nothing matters.
A life of prayer and worship can come to naught, and some random fool can accomplish your dream in a moment. There is no justice in this world. So I will meet with him."
I'll make sure Thane Syvne attends the meeting as well.

Before you leave the broken man behind, you can ask what he intends for Old Hjaalsdottir:

Still need to convince Thane Svyne:
Otherwise:
"Please leave me if you still have business with Thane Svyne. I think I need to be alone for a while."
"I'll venture to Jarl Morryn's cabin shortly. I believe I need to be alone for a moment."
What do you plan to do with Old Hjaalsdottir?
"I plan to set her loose. Seeing her here, staring into her fathomless eyes, she torments me! I want nothing more to do with her!"

Afterwards you can either deal with Thane Svyne if you haven't done so or head to Jarl Morryn to tell her the news if you have gotten both Thanes to attend. When you arrive you will find Jarl Morryn is already several bottles into a bender and you get to tell her that the Thanes are coming for the negotiations. Once you have told her, they will arrive on time:

Thane Hraldi: "Jarl Morryn. Rigurt. Am I early?"
Rigurt the Brash: "Er … not at all! Rigurt and his assistant just need to finalize preparations! A word, friend!"

Talking with him before Rigurt, will show that Hraldi hasn't yet mentally dealt with the revelation:

"Hm. It's a bit messy in here. Not that it matters. Not that anything matters."

Once you have spoken with Rigurt and completed the quest, the Thanes will immediately begin to snipe at each other:

Thane Hraldi: "Thane Svyne, don't think my being here means I've forgotten the New Life festival."
Thane Svyne: "Will someone thank Thane Hraldi for facing away from me, so I don't have to look at his pissing beard?"
<Svyne notices the bottles.>
Thane Svyne: "Look at all these bottles. Did you start without us, Jarl Morryn?"
Jarl Morryn: "Well, I actually, hm."
Thane Svyne: "Ha! My kind of diplomacy! Speaking of, we've got some talking to do, don't we?"
Thane Hraldi: "Yes. I must second my corpulent peer's point. Let's discuss this treaty of yours."
Rigurt the Brash: "Of course! Right away, your thane-inesses!"

Afterwards you can talk to Hraldi who now believes that these talks could accomplish some, if for some dubious reasoning:

"I was suspicious of what Rigurt and Jarl Morryn could accomplish. But if Rigurt could destroy a man's faith in a day's work, why shouldn't he be able to resolve the rift between Eastern and Western Skyrim?"
Do you think you'll be able to work out a peace treaty with Eastmarch?
"Not today. We are only two thanes, Svyne and I. But we have the ears of other thanes, that have the ears of jarls, that have the ears of the king.
If peace is prudent, word will reach the throne."
