If you approach him near his tent before you start the quest he will say "You there! A word if you don't mind?"

Talking to him:

"You look strong and capable. I could use your help, if you're willing.
And if you're brave enough."
What do you need?
"The Aldmeri Dominion has captured Farwatch Tower. They're using it to signal their ships at sea.
I was ordered to intercept messages passing between the tower and the Dominion camp, but we're spread too thin and I need to defend this position."
I can intercept the messages for you.
"Excellent. The messages go to the Dominion camp's commander. Find the commander and you'll find the messages.
Bring any messages you find to Captain Gilame. She's up on the cliffs."
Intercept messages and take them to Captain Gilame. Got it.

Hadir will continue with the following lines, but if you start the quest with Sergeant Muzbar, he'll begin his dialogue with:

"The sooner we discover the Dominion's plans, the better.
Infiltrate their camp, locate their commander, and retrieve any messages you find."
Who do I bring the messages to?
"Captain Gilame. She's scouting the Farwatch perimeter.
If you intercept any messages meet her up on the cliffs, at the ravine bridge."
Where can I find the Dominion commander?
"The Dominion has a camp nearby. It's across the ravine from Farwatch Tower.
You can reach it by crossing the wooden suspension bridge."

If you speak to him after intercepting the messages, but before speaking to Captain Gilame, he'll tell you:

"Did you get the messages? Take them to Captain Gilame up on the cliffs."

After the quest, he'll say:

"If not for you, this place would have been overrun by Dominion forces by now.
Well done, friend, well done."
