For Their Own Protection[edit]

If you start the quest through him, he will ask you to speak to the House Hlaalu leaders about the situation in Narsis:

"Orcs to the south, mercenaries camped outside by the lake, and now people are missing.
I'm not sure how much more we can take."
Sounds like a lot of trouble.
