Rullincil is a High Elf bard who can be found in Rellenthil on Summerset. He's on the terrace on the west side of the Manor of Masques playing his lute, with questionable talent.
According to Tenor, he asked to play one day and has continued to return without asking to join the House of Reveries.
He has no unique dialogue.
