Phedre Trebellius

Phedre Trebellius is an Imperial priestess of the Order of the Hour, found upstairs in the Enclave of the Hourglass. She reads a book at a chair on the upper floor, near the entrance, and gets up to tend to the bookshelves or to read her book next to the Akatosh shrine in the adjacent room. If she spots you, she will report you to the guard and incur a bounty for trespassing.
