Pelymar is a High Elf found in Alinor. He can be found at the plaza north and below the Mages Guild listening to Inulale sermonizing to the gathered crowd in Alinor about the dangers of Daedra worshipers and the daedric-tainted races that were coming to the shores of Summerset.
He cannot be interacted with and cannot be spoken to, and he'll vanish with the rest of the group until they randomly appear again.
