Pact Anchor Shatterer is awarded for destroying Dark Anchors at each of the 15 Dolmens in Ebonheart Pact territory at least once each. Simply participating in the battle is enough to be awarded credit. If the map icon turns white, you've succeeded. The list of Dolmens required is as follows:

Deshaan

•  Lagomere Dolmen — A Dark Anchor spawn point west of Selfora in central Deshaan. (map)
•  Redolent Loam Dolmen — A Dark Anchor spawn point northeast of Narsis in western Deshaan. (map)
•  Siltreen Dolmen — A Dark Anchor spawn point south of Silent Mire in eastern Deshaan. (map)

Eastmarch

•  Frostwater Tundra Dolmen — A Dark Anchor spawn point west of Fort Amol in southwestern Eastmarch. (map)
•  Giant's Run Dolmen — A Dark Anchor spawn point northwest of Fort Morvunskar in northwestern Eastmarch. (map)
