Olarion is a Wood Elf member of the Mages Guild and the magister of their branch located in the settlement of Hoarfrost Downs.

If you are not a member, he can sign you up:

"Welcome to Hoarfrost Downs, perhaps the dreariest hamlet in all of Rivenspire. Actually, the entire kingdom is rather dreary, isn't it?

Speaking with Olarion if you are not a member but found a lorebook:

Never mind. I sense you've brought something for me."
Yes, I've found some books in my travels.
"Oh, excellent. I'd hoped as much. You're well on your way to membership in the Mages Guild already! We reward collections like yours. In fact, knowledge and study are our primary pursuit!"
You're bookhunters?
"Well, I never thought of it that way, but yes, I suppose we are! Our quarry is knowledge, you see. The Guild doesn't care about wars, battlefields or boundaries—just wisdom. Any books you acquire will improve your reputation with the Mages Guild."
What do I get in return?
"We can teach you special spells and abilities only available to members. And from time to time projects crop for guildmembers with ambition. Who knows? You might attract the attention of Mistress Valaste or Guildmaster Vanus."
I wish to join the Mages Guild, then.
"Excellent! I hearby grant you membership in the Mages Guild, with all the responsibilities and privileges thereof. Every book you find, and every book collection you complete, will earn you reputation in the guild. Hunt well, friend!"
