Nalulie is a High Elf fisherwoman who can be found in Leyawiin on the docks behind Armor and Fine Garments on the west bank of the river.

After accepting the quest, she can be spoken to by the river:

"Are you here about the job? You look like the sort Deetum-Jas would send my way.
He knew I needed someone capable."
Yes, Deetum-Jas hired me on your behalf.
"Good, I'm glad. I appreciate you taking up the job. I would have done it myself, but I know my limits.
I gathered as much information as I could without being seen, but I wasn't foolish enough to try destroying their ritual tools myself."
What kind of information did you discover?
"For one, the Sul-Xan are crazy and worship chaos. I don't exactly know what the purpose of the sacrifices are, but it's clear the Sul-Xan use specific tools in order to carry them out.
If you can destroy those tools, it will slow them down."
Can you tell me anything more about the tools?
"From what I observed, the ritual requires the joining of an unfertilized Argonian egg, a stone basin made during the Time of Dust, and a flame made with special herbs.
Those components are what you need to destroy in order to halt the sacrifices."
Are these things irreplaceable?
"Sadly, no. But at the very least seems that they are not easily replaced.
Destroying these tools will delay the Sul-Xan, which will save lives. That's what's important."
Any fish today?
"Barely any today. I hope you have better luck in Xi-Tsei than I'm having here. Nothing feels like biting, I suppose."

Speaking to her again before completing the quest, she'll say:

"You're alive! Were you successful? Did you manage to destroy the Sul-Xan's ritual tools?"

When you have done as requested, you can respond:

Yes, I destroyed them. That should slow the Sul-Xan down.
"You did? That's astonishing! I'm … at a loss for words. I didn't expect anyone to take this job, much less accomplish it!
Thank you, friend. You did what I couldn't, and you saved lives. Please, go collect your reward from Deetum-Jas!"
What will you do now?
"I'll keep my eye on Xi-Tsei. The Sul-Xan will need to spend time recovering materials for their rituals, but I doubt they're done for good.
I'll find Deetum-Jas again if I figure out some other way to stop them. Maybe we'll cross paths again."
