Minasi Nelvilo is a Dark Elf criminal who can be found together with Timeo Dubroc as a random encounter in the High Isle.

Timeo and Minasi

As you approach them you can hear Timeo read out the charges:

Timeo Dubroc : "The charges include larceny, goat smuggling, fraud, and excessive use of profanity in the presence of nobility!"

Minasi Nelvilo : "Goat smuggling and offending her ladyship? I'm a feared criminal and you charge me with that?"

You can talk to her:

"Bit busy here s'wit. If you want to do me a favor you could always distract that idiot guard. There's only so much talk about my own hanging I can take before it gets on my nerves."

Once you talk to Timeo, she'll escape yelling:

Minasi Nelvilo : "Dumac take this. Just try and catch me now you flat-footed fool!"

Timeo Dubroc : "Halt! I said halt!"

At which point Minasi runs off into the wilds, with Timeo chasing her.
