Merten is a Breton outlaw who can be found in Daggerfall, leaning against a wall by Bazgara's Horses, near the southern docks. He has no unique dialogue.
Merten can be very difficult to pickpocket due to his position against the wall. Trying to crouch on either side of the wall he's leaning against will fail, as you will either be too far away to pickpocket him or he will know you're there. To successfully pickpocket Merten, get on your mount, face the wall (facing Merten), jump on his head, dismount and crouch. If you do it properly, you will be prompted to pickpocket Merten.
