She will approach you while you are on the beach east of Silsailen, pleading for aid: "You there. Please. Please help us!" Talk to her.

"They've burned the town! Please, please help us!"

Who set the fire?

"A group of soldiers came to town. They were dressed like the Marines, but... they set fire to the buildings! I heard someone say they were really part of the Veiled Heritance, that splinter group."

You should get clear. Who should I talk to?
