Cylben Nadus is a Dark Elf outlaw who can be found in Vulkwasten. He spends his time between having a drink at the Tall Trunk Tavern, tapping a keg at Mystic Moons Imports, and staring out north of town. He is a possible target of the Dark Brotherhood contract for Malabal Tor. He has no unique dialogue.
He spends time at the tavern, then walks out the side to look over the edge of the cliff. He can be easily assassinated here. After looking over the ledge, he "wanders" over to Mystic Moons Imports and steals from the containers of merchandise off to the side.
