Your search for the missing Councilor Jirich will lead to a race against time to find and warn other councilors of a threat from the Dark Brotherhood. After you report to Councilor Lovidicus, he will ask you to find and warn Councilor Abor at Fort Blueblood. When you and Eveli Sharp-Arrow arrive at the fort, you will have to convince Commander Ortin to allow you to enter to the locked watchtower where Abor is holed up.

However, when you enter you will find that you were too late and that Councilor Abor was murdered:

Eveli Sharp-Arrow: "Oh no! Councilor Abor's been murdered! But where's the servant?"

Your investigation will find Abor's meal untouched, Councilor Abor's Journal with pages torn out and a calling card next to the body.
