Constable Baldan

Constable Baldan is a Dark Elf Apostle and corrupt city guard who pretends to sponsor potential citizens of Clockwork City in exchange for money.

Uncovering his corruption forms the main part of gaining your sponsorship through recording him on a memory stone and uncovering incriminating documents. You must also save Kireth and Lankin from the Mechanical Fundament. At the end of the quest, Proctor Luciana Pullo orders him taken away by Clockwork Enforcers to be punished. His Clockwork City records designation is BAL-167.

After the constable is arrested, he'll be stripped of his title (his name will be changed to just "Baldan") and put into some sort of stasis mechanism.

Dialogue

After you speak with Neramo outside of Brass Fortress about how to gain a sponsor for citizenship, Lankin and Constable Baldan meet:

Lankin: "Sergeant Baldan! This one has the gold you requested! Will you still sponsor me?"

Baldan: "I gave you my word, didn't I? Come, cat. We can discuss the specifics in my office."

Lankin: "A thousand blessings to you, walker! Lankin has much to offer the Brass Fortress!"

Baldan: "Yes, I'm sure you do."

Kireth Vanos will have you secretly record a conversation between her and the constable:

Kireth Vanos : "All right, Baldan, I've got your gold. Will you sponsor me for citizenship?"

Constable Baldan : "Oh, I'll take your offering—but sponsorship? That's for the living, you tarnished scum."

Kireth Vanos : "The living—what?"

Two Factotums enter the room behind Kireth and Baldan gives them orders to take her out:

Constable Baldan : "Do it."

Constable Baldan : "Well? What are you idling for? Gather up the gold and dump her with the others. We don't want anyone finding our latest visitor."

After you speak with Luciana, this exchange will happen.

Provost Varuni Arvel: "Luciana, I'd like to ask the constable a few questions when we return to the Basilica."

Proctor Luciana Pullo: "Don't trouble yourself, Varuni. You know how persuasive I can be."

Provost Varuni Arvel: "I do. That's what worries me."

Constable Baldan: "Do your worst, you tin-legged hag!"

Provost Varuni Arvel: "Seht help you if she does, constable."

While Baldan is being arrested:

Constable Baldan: "You'll regret this. Mark me, proctor. You will regret this!"

Proctor Luciana Pullo: "I doubt that. Get this tarnished pile of scrap out of my sight."
