He is first encountered after he catches you going through his documents, yelling:

Captain Dhakir at-Nimr: "How dare you go through my things!"

The Captain can then be spoken with:

"What are you doing in my home? Did Quatrius send you?
I've done everything he's asked! I won't suffer any more humiliation at his hands!"

Your wife asked me to come. She thinks you may be the one who betrayed Hallin's Stand.

"Oh, Qismah! I wish I didn't have to keep such secrets from you!

Once Hazzi is freed, she will run off looking for her father:

Hazzi: "Papa!"

Captain Dhakir at-Nimr: "Hazzi! I am where the birds roost! Come!"

"This is your doing? You freed my daughter?"

Once The Shifting Sands of Fate is completed, he can be found back at his home.
