Bear Cubs are young bears. They cannot be harmed. There is usually a fully grown bear or two nearby every bear cub. Bear cubs can be found in Wrothgar and Western Skyrim.
Off the road east of Zthenganaz, a lone white bear cub can be seen. If followed, it leads you to the corpse of its dead mother, before crying out to you.
