Bailiff Sagabar is a Redguard member of the Bandits who infiltrated the Fell's Run Town Guard in the goal of doing a heist.

Dialogue[edit]

Prior to starting Frightened Folk you'll find him upstairs where he'll say:

"I do not understand why this inn is so popular with travelers. The beds are like rocks and the mead tastes like the sweat of a dog."
"I will not spend one night more here than is absolutely necessary."

Quest-Related Events[edit]

After agreeing to looking into the problems of the town, you'll come across the bailiff and Ghak gro-Urish discussing something:

Bailiff Sagabar: "There is no choice in the matter. The constable says we need your wagon, and your horse."
Ghak gro-Urish: "But … but what will I do? If I can't haul grain, I can't make any coin! My family will starve!"
Bailiff Sagabar: "Have you forgotten? You do want us to keep your family safe, do you not? I suggest you close your mouth."

Sagabar then goes into The Run Inn. If you follow him and try to speak to him before questioning the townsfolk, he'll only say:

"I do not seek to offend you, but … you look like trouble—the kind of trouble we do not need in Fell's Run right now.
I would suggest you simply leave town. There is nothing for you here."

After your investigations, Constable Agazu will ask you to figure out a way to get into Sagabar's room to find more evidence. If you speak to him before trying to distract him, he'll just say:

"I do not understand why this inn is so popular with travelers. The beds are like rocks and the mead tastes like the sweat of a dog.
I will not spend one night more here than is absolutely necessary."

You can try to convince him to hit on poor Georgia Matine:

[Persuade] I just saw the barmaid looking in your direction.
"She was? I mean, of course she was. Why wouldn't she?
She may have been a little intimidated by my good looks and natural charisma, but I'll win her over. I'll go over and ask her to have a drink with me. I'm sure she'll say yes this time."

He'll then walk over to the put-upon waitress:

Bailiff Sagabar: "You have quite a figure for a dirty peasant. Come. Have a drink with me."
Georgia Matine: "You pig! I wouldn't have a drink with you if you were the last man on Nirn!"
Bailiff Sagabar: "What a wonderful spirit you have! Normally someone like yourself would be beneath me, but today I feel like taking a chance. What do you say?"

Speak to him before slipping a sleeping draught into his drink and he'll say:

"She's warming up to me. I can tell."

Alternately you can have Dran the Trickster help you by summoning a banekin to frighten the bailiff:

Bailiff Sagabar: "Oh sweet Tu'whacca! Save me! It's a banekin!"

After you've laced his drink, he'll take a big swig and immediately begin to droop:

Bailiff Sagabar: "Suddenly I don't feel so well."

He'll walk to his room and enter. Follow him and he'll be asleep on his bed.

Once Agazu puts him in the stocks:

"You! You were the one who slipped that draught into my mug, were you not? I cannot believe I fell for that.
This isn't right, you know. It was the oppressiveness of Redguard society that drove me to become a bandit. Yes. I blame society."
