I have the xbox goty edition and I am currently doing this quest as a House Father not a councilor although I do have the support of Bero from the previous quest. I am not a Horator I have only advanced the main quest to the point of the informants in Vivec so its not that and the highest skill of mine the faction is interested in is speechcraft at 73 unless alteration or acrobatics snuck in there which I highly doubt my alteration also being 73 and acrobatics 100. 67.172.84.166 02:10, 11 January 2011 (UTC)

You are correct. These quests have not been checked by the MQRP, though, so they have not all been error-checked. --Brf 04:10, 11 January 2011 (UTC)
